Recurrent NGU: Inflammation in the penis is urethritis, usually an STD. Nongonococcal urethritis (NGU) is the diagnosis when gonorrhea and chlamydia testing are negative. NGU often is difficult to treat or returns soon after Rx. First confirm urethritis (WBC in urethra); don't rely on symptoms alone. Test and/or treat for trichomonas and Mycoplasma genitalium. Maybe get checked for urethral stricture.
