Depends on details: The rest of the story is needed, because a single number has almost no meaning at all without knowing the rest of a person's medical history. One's regular doctor, who knows why a blood test was ordered and who has examined the patient, can be helpful here. Otherwise, these a number is just a number... could be anything... or could be nothing.

Borderline high: Unfortunately uninterpretable out of context otherwise. There is a vast number of conditions in which eosinophils are elevated, including acute ones in which numbers normalize in time.
