Yes: Not all brain hemorrhages are fatal. It depends on the cause of the bleeding (rupture of an aneurysm, trauma etc), the amount of blood spilled, the location of the hemorrhage (sub dural, subarachnoid, within the substance of the brain, damage to adjacent structures and the effect on intracranial pressure. Seizures are most likely when the hemorrhage is within the substance of the brain.
