Tumor unlikely: YOur dtr needs to be followed by a child neurologist. The issues describe are serious and need expert management. Nothing in what you have mentioned suggest tumor. see the doctor and ask the questions for peace of mind.

Damage: When a brain hemorrhage happens areas of brain can be damaged, setting up a focus for triggering seizures. Since you know about the surface of the brain, she must have had imaging which would have revealed a tumor if present.
