He has no issues has no ear infection hes one and lately it seems like hes loosing balance when he walks is that bad or is it cuz hes learning to walk and also hes touching the back of his neck could it be from teething ?

Wouldn't think so: The expected achievement of stable walking occurs as early as 1 and as late as 15 months. Once they start, they often try to go faster than their balance can support. I wouldn't attribute touching his neck/teething as any part of this issue. This could be well within normal parameters. If concerned see his doc for an exam.
