My 3 years old gasps for breath during his sleep this has happened 2 or 3 times by now but it is not every day, could this still be a form of sleep apnea?

Yes: He may have sleep disordered breathing and a video may be uploaded to a scheduled Healthtap consultation for review. Rinse nasal passages with saline to relieve congestion, avoid dust, mold and pet dander. Wash sheets in hot water and please see your Pediatrician.
