Yes, but: The regaining of weight in that situation usually is partly water weight. Water is 8 pounds per gallon, so is quite heavy. If a fasting person were drinking plenty of water during her fast, then it is less likely that the returned weight is water weight. Each person's situation is somewhat unique. One's body also wants to replenish its glycogen stores (fuel) that were being used during fasting.
