Penises and bumps...: Rashes are hard to describe and hard to visualize in words. Little bumps on the lower half of the penis may be closed comedones, open comedones, hairless follicles, or folliculitis which is an infection in the little hair follicles in the skin. A primary care doctor can examine (in-person or via video) to diagnose and to talk about treatment options. Normal penis bumps don't need treatment.
