Why do they need to do stomach biopsy to treat gastritis? cant they just treat with antibiotics?

Many conditions: There are only few possibilities that the findings in your stomach ( unknown) and symptoms would respond to antibiotics. A clear diagnosis will be needed prior to treatment, the result of the biopsy should help clarify.
