"Numbness is wearing off" usually refers to after using an anesthetic gel, an oral anesthetic or pain reliever, or an injected anesthetic. The general answer here would be that the chemical effect of blocking the nerve signals of burning pain gradually goes away, leaving the pain signals unblocked, and thus burning is felt again.
