No pain: Firstly, teeth are not "cut out". They are extracted in a manner to minimize trauma to bone and gum tissue. The child will have local anesthesia and will not feel anything during the extractions. There may be some post operative pain which can be managed with medication.

Depends: Every one has their own pain threshold and feels pain differently. Some can function quite normally and some need a few days to feel better. Baby teeth are generally easier to handle with much less discomfort. With adequate anesthesia there should be no pain during the procedure. Also i'm quite sure they don't need to be "cut out".
