Somewhere outside of: Outside of countries that keep medical records and have regulations for delivering good, safe healthcare. That might mean nowhere on Earth. Suppose you could get a CT scan without identifying yourself on the scan. That means somebody else could get scanned and claim he were you, and you could claim to be somebody else... very scary. Using your real full name and birthdate helps assure safe care.

CT scan: In order to have a CT scan you will need to have a medical reason for it and that will be based on a previous medical evaluation as results will be automatically sent back to the doc that ordered the test. Most tests have value in diagnostic only when compared with previous tests. With the exception of a medical emergency when the test will be needed regardless this scenario would not be possible.
