Yes: The lasers used in hair removal do not penetrate deep enough to damage anything deeper than the skin, so it can be used safely over the sideburn/cheek area. It is commonly used in the axilla (armpits) and there are lots of lymph nodes underneath the skin in the axilla, and there are no reports of damage as a result of laser hair removal there (or on the face).
