Depends: It would be unlikely if she was properly vaccinated. Mumps selectively involves the glandular structures at the angle of the jaw under & in front of the ears. There are also many other viruses that can trigger swelling in neck glands along with fever.

Yes: Among many other possible viral causes. Recent exposure in this context would be critical and having her assessed by her pediatrician/ GP would be best as having access to all her immunizations and awareness about cases in the community would help in establishing a correct diagnosis aside from confirmatory blood tests.
