Not teething: Control the fever with Tylenol, and please see the Emergency Department. There may be a serious infection.

Not teething: She may be teething, but that's not what's causing her symptoms. High fever and "shaking" indicate a serious infection (probably viral). Contact her Pediatrician or take her to Emergency Room immediately.
