Doubt it: Insurers rarely improve tonsil removal & especially that young. In the US current limits require 7 verified strep infections in 1 yr or 5 in each of 2 years, documented sleep apnea and a few other cases. Tonsil infections are often viral that self heal & in normal kids they reduce in size starting after age 8 yrs. You can check with local officials/ENTs.
