Is it normal for the heart to increase bpm for a few seconds right after quitting a jog. like: 125jog. stop jumps to 135 then 125 then 120 , 115 etc?

Depends: It would be important to determine whether the heart rhythm is irregular during those times. If it is, it could indicate an abnormal heart rhythm. Wearing an outpatient heart monitor which records your heart rhythm for 48 hours both at rest and during activity including exercise is a way to determine whether those varying postexercise heart rhythms are abnormal. Or do a treadmill stress test.
