My 13 year old daughter has had a cold for the last 4 days and last night she got a fever of 39degrees and still has not broken after sobbing and medication, she has also has a running tummy since friday evening

Some considerations: When a kid develops that much fever after 3-4 days of congestion/cold symptoms I worry that they have developed a secondary infection in their ear /sinuses or chest. If the temperature remains up I would encourage you to have her evaluated.
