Doubt it.....but: At 15 mo an infant will rarely if ever look directly at anyone or anything for more than a few moments. It seems that they become over stimulated with more & look away to compensate. If you need someone to confirm or exclude visual damage start with the kids pediatrician. If they are concerned they can send you to a pediatric ophthalmologist.
