Is blood in stoll a sign of dehydration and is blood in stoll sometimes normal.?

Depends: Stringy bright red blood is often seen attached to the outside of stool when a larger/harder or bulkier mass is passed. Blood dispersed within stool in not normal. Neither has anything to do with dehydration.
