Whats causing my slightly elevated fsh and lh of 8.0 and 8.5 if my testosterone and a1c are normal? ultrasound and all bloods normal. irregular cycle

Yes: likely PCOS, based on the timed FSH/LH numbers. Irregular cycle also fits with this diagnosis. Insulin resistance, can be closely related to polycystic ovaries, with normal blood sugars. Testing along these lines, or trial of treatment may help, talk with your doctor, to go further.
