Normal: All test have to be interpreted in the clinical situation that they are ordered in but usually at most labs 0.45 to 4.5 is normql so a 3.6 is fine.

YES: TSH alone is not adequate to diagnose hypothyroidism. There is evidence of benefits of treating those with a TSH above 2.5 but I advise checking Free T3, Free T4, TSH and thyroid antibodies as well as evaluating your symptoms.
