Not related: most fever blisters do not lead to Bell's Palsy.

Some basics: Fever blisters are a pattern eruption that affect the same side of the face/location repeatedly. It does not hop scotch around the face or skip over to the nerve that triggers Bell's palsy for future events. If a virus were to ever cause Bell's palsy it would as the initial event.
