Maybe; yes.: There is no sure proof that the herpes virus is linked to Bell's palsy. http://www.ncbi.nlm.nih.gov/pubmed/15699730 However, you can certainly get eye involvement with herpes and this can be very serious. If you have serious symptoms when herpes is present: fever, eye symptoms, redness, pain, sores, blurry vision, etc. get checked right away.

Causation: A fever blister over lips is caused by herpes simplex virus, and there has been work by Kaiser Permanente in Northern California to implicate herpes as cause of Bell's palsy. Ramsey-Hunt herpes zoster oticus can cause Bell's palsy, but not clear if simplex is so connected. But do NOT touch blister and then eye, as herpes eye infection is NASTY!
