See doctor: Although the other symptoms are likely from neuropathy, the blue coloration on the toes may point to a circulatory issue which requires a medical evaluation. See your PCP.

Blue Toes: Given the symptoms you described, and the observation the toe on your feet it seems there is an element of blood circulation compromise to the toes. This would explain the tingling feeling because the nerves need a blood supply and the blue color is usually from lack of oxygenated blood. Addressing the cause for this is the most important thing and vascular testing is invaluable at this time.
