Yes. : To displace a bone it had to be fractured/broken.

Missing data: How do you come to this label ? Where is it displaced? Was this a birth defect ? Was there some injury? Displaced at the top /middle/bottom? There is a strong fibrous bind at the top/bottom of this bone to the tibia. It is usually stronger than the bone itself so a fracture would be expected if it separates in either area.
