Maybe: Is truely nondisplaced then no surgery necessary. If it is have then surgery. Even 2 mm of displacement can lead to prolonged healing up to 16 weeks.

Non displaced fractu: If it is perfect alignment then casting would be enough. Most often surgery would be for displaced fracture. The fibula is a non weight bearing bone so should heal fine in cast and crutches.
