Hard painful bump on scalp in hairline for several months. i worked it lose until it flattened recently. grew back with flakey white skin on it. idea?

Possible cyst: the lesion could be a small cyst or possibly an actinic keratosis. should it recur, would see dermatologist for confirmation.
