No test is perfect: Post surgical changes do complicate interpretation but if there is nothing at all suspicious on the MRI chances are overwhelming that there is no new tear. One study says 100% negative predictive value (ability to claim no pathology) but I don't believe it. There are always exceptions, perhaps due to a study with motion artifact for example.
