Age ???: You get more from this site when you provide more specific detail on the problem. Babies under 4-6 mo are dependent on their tiny nostrils for air exchange and cleaning them out vigorously with nasal saline is the only thing that helps. After 6 mo they have learned to mouth breathe and the clensing is less important, but remains what works. Removing airborne irritants like fumes/dust/smoke helps.
