Does a humidifier help an infant with blocked nose?

Not much: It may be helpful in very dry environments but seldom makes much difference. Nasal congestion is aggravated by dust/fumes/smoke/irritants & removing them from their sleeping area does the most good. Actively washing out their nasal passages with saline give short term benefits.
