? normal ?: At that age you get blood where you can. The scalp veins are sometimes the only ones easily found. When IV fluids are given these are also a common portal. Big veins in the groin or fold of the elbow are surrounded by important nerves/arteries & often hard to locate. You get blood in the safest site you can find. It is distressing but more a visual shock than a risk.
