Hard to comment: True bovine milk allergy is rare & only ~1/3 infants with eczema have a food associated allergy. No description of the rash was provided, so attributing it to the formula may not be valid. Any allergy induced rash can take weeks to clear even if it was due to the time needed for the offending material to exit the body & time for skin recovery.
