39 is hot!: 39 degrees is a high fever. What should be done when one has this high a fever depends upon age. For younger children a more aggressive diagnostic approach is needed. Bottom line, if a parent is worried more evaluation is needed.

Fever age unknown: Many young children with fevers have no source and may break out in a rash defining a viral infection. If this goes on for longer than 5 days, your doctor should look for other sources such as throat and urine. A blood count may help. In the meantime use weight appropriate Tylenol 5 times a day and Ibuprofen 3 times a day. All the best solving this fever.
