A member asked:

Can std's (chlamydia, gono, hiv etc) be transmitted through the skin at the base of the penis (not protected by the condom)?

Yes: Condoms are helpful but not 100% protective. Since most if these germs pass through sexual fluids, any surface not covered by a barrier but exposed to these fluids can retain the germ which will infect later. This is particularly true with chlamydia and gonorrhea.

Sometimes it happens: Syphilis is one of the STD's can can infect the skin at the base of the penis not covered by a condom. Look up pictures of early signs... such as a painless bump or painless rash. If not treated with antibiotics early in the infection, syphilis spirochete bacteria can eventually damage a person's brain, nerves, eyes, heart, blood vessels, liver, bones, and joints.
