This doesn't sound like a bacterial infection. If not, Neosporin or other antibiotic ointment won't help. Best to leave it alone and see a health care provider in person if the problem continues, or ASAP if it worsens. Good luck.

See your Primary Care Physician or a specialist Urologist to rule out a urinary tract infection. You need to be evaluated and may require lab tests. And no, an externally applied ointment will not address your problem.
