Likely normal: People with a more lean body habitus had less tissue covering the vessels. As such, it can be normal to notice a pulsation in the neck. There are some conditions where pulsations can be abnormal (eg. Aortic insufficiency), but it is unlikely the case given your age.

There are several: Without exam, not possible to tell, but most often related to overweight. If not overweight, possibilities are thyroid gland elargement, lymph node enlargement, thyroglossal duct cyst. Thyroid gland enlargement is most likely, probably.

Yes normal: Glands can swell independently...One side can be bigger than the other...They are more easily seen in children. In adults we typically feel them as you note. If they are tender or red or huge then be seen. Usually they are normal and once swollen may not return to completely un-feelable.
