No: Strokes are caused by decreased blood flow to the brain or bleeding in the brain. A pinched nerve in the neck does not affect the brain.

Nerve vs brain: Pinched nerve in neck can cause pain and malfunction (weakness or paralysis/paresis of a part which may mimic a stroke, but location of stroke is in brain, and is more serious and permanent than pinched nerve which may unpinch and resolve.
