Can height growth be affected (lowered or slowed) at ages 15-16 if, in a week, caloric intake is decreased moderately on some days but increased on others, but overall caloric intake for a week is reached?

No: A week is unlikely to affect your overall growth. Do understand that at your age, growth often comes in spurts . Unless you have a nutritional deficiency or on a prolonged starvation diet, your growth is not controlled by how much you eat (except sideways).
