My 9 year old has a few bumps on her face and neck that look similar to pimples without the head. could they be staph?

Unlikely: they are likely just whiteheads which are a precursor to acne. They reflect body oil trapped in pores under the skin. A mild benzoyl peroxide (5%) applied for a few hours every few days may clear it up. Staph will always have some irritation/redness surrounding a spot.
