Neither: Deconditioned peole can have rapid pulses with excercise. Depending on ones age the heart rate max is 220- the age. So for a 20 year old this can be normal. The heart rate with exercise should improve with persisten excercise as vagal tone improves. One should stopnexcercise if dizzy, lightheaded, chest pain or excessive difficulty breathing and see a doctor to be sure.
