Is it unethical for a doc to order a ct scan but not inform patient of the amount of radiation exposure and slight increase risk of cancer with scan?

Not ethics issue: It is common knowledge that x-ray studies such as regular x-ray films or CT scans do put out a bit of radiation, and that radiation does not noticeably increase "one particular person's risk of cancer," when added to the radiation risks for cancer she already experiences just by living on planet Earth. Doctors do discuss the risks of getting repeated x-rays, but that is a different situation.
