Angry that doc ordered abd/plv ct scan and did not inform me that there is a slight increase risk of cancer. scan was unnecessary. what should i do?

No worries: No worries. In an individual adult patient, her chance of getting a particular cancer from a couple of CT scans is zero (mathematically rounded, of course). The slight increase in risk shows up in populations studies, meaning there may be one unlucky person out of thousands. For an individual, there is no difference from a couple of scans. If one doesn't like her doctor, then change doctors.
