My daughter had chairi malformation surgery back in dec 1, 2014 can this cause seizures? she never had seizures before.

Unlikely: There is nothing done as part of that surgery that would explain the onset of seizures. Most seizure disorders that are not linked by genetics or a known disease process have no defined cause. Your treating physician/s will sort through the possibilities but don't be surprised if they come up with no firm cause.
