Exposure ?: May be that his legs are more exposed to sun than other parts, check with you doctor for more information, sounds unusual without some reasonable explanation

Mongolian spots can cause discoloration on the trunk and the extremities. It may be blotchy or uniform. These are harmless and will fade over months to years.

It is possible that he may have a birthmark on his legs that is making it look darker or it could be a congenital giant nevus. It is harder to diagnose without actually seeing your child . Most birthmarks are benign and self limiting. Best to see your pediatrician who can refer you to dermatologist if deemed necessary.
