Would need more info: Without knowing her weight, why you are giving it, and what form the codeine is in, it would be dangerous to speculate. For kids, if you are using codeine with acetaminophen liquid (Tylenol codeine elixer) you can generally safely give 1 teaspoon for every 22 lbs of body weight every 8 hrs up to a max of 4 teaspoons if they weigh 88lbs or more. Start with half dose to see how sleepy they get.
