Unit of measure: All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Talk to the doctor who ordered the tests. Having said that, If your blood glucose is 18.5 mmol/L that would translate to a glucose of greater than 330 mg/dL that you have diabetes. You ought to consult a doctor for advise about diet, exercise and medication.

Diabetes?: May be the diagnosis (I assume you're talking mol/L). So to bring it down would involve making the diagnosis and if diabetes then treating the diabetes. But other possibilities include infection, hormone related diseases etc. Best to consult a doctor here as the answer will depend on the underlying condition.
