Doubt it: The first months are troubled by narrow nasal passages & exposure to dust, fragrances,smoke & other irritants.Baby tries to flush these out of the nose with mucous but this often ends as congestion & produces rattling with breathing & cough.The best rx is washing out the nose with saline & suctioning the remainder.The temperature listed is not a fever.If the kid feeds well you can monitor at home

Mgt.: I would advise checking his temperature and nasal saline drops with gentle suction. If he has any difficulty breathing, a cough or fever please call your PCP.
