Get 2nd opinion: First this is not how HIV infection presents. There are many potential causes for a dry cough (pharyngitis is not it) and antibiotic is usually not the treatment . Do you have any nasal symptoms, shortness of breath, or reflux symptoms? If your PCP can't help you, consider seeing an allergist or pulmonologist who are specialists in chronic cough.
