Ignore it: This is no more worrisome than the dust in the room. If the kid eats it accidentally it would go right through without any problem.

Glitter problems : The potential problems with "glitter" are not with the ingestion. it is just very tiny pieces of inert plastic. The problem lies in the fact that the pieces are so light weight that the one year old may get some into her eye and get a corneal abrasion. Children's toys are age-graded. Mainly for safety!
